Firefighter Safety – Who’s Responsibility Is It?

Firefighting operations often include very high risk activities that can occur in any weather conditions, and at any time of day. Fire safety officers and line officers are responsible for assuming all risks and making the decisions for the entire fire department. Firefighting is inherently dangerous, but that does not mean that death or disabilities are acceptable or inevitable, these responsibilities tend to fall on every single member of the fire department to watch and advise about dangers that will affect them and/or other members of the firefighting crew.
The fire officer’s main responsibility is to develop an action plan that should minimize the risks of injury and death for that specific situation. Firefighter’s must always be prepared to enter and work in very dangerous areas. The U.S. Fire Administration has adopted the 50% goal – which if successful – will reduce firefighter fatalities by 50 % for every 100,000 firefighters per year.
A leading cause of firefighter fatality is cardiac arrest. This could be overcome by implementing annual physicals and stress tests for each and every firefighter, paid or volunteer. I believe that this would greatly reduce the amount of “line of duty” deaths within the fire department. A major problem I see, is that there are more and more fire departments that are run by volunteers and do not require any type of physical of the volunteers, in order to gain entry into the ranks of which they hold in the departments. If money could be set aside for this program, I strongly believe there would be a huge reduction in this study and statistic.
A second leading cause of firefighter death and disability is, being struck or harmed by an object on scene or while responding to a call. This can be overcome by the creating a fire-scene Safety Officer position. It would be the sole responsibility of this individual to ensure the safety of the scene as best as he/she can with the given circumstances. He/She should be given the authority to halt operations when a high risk situation is encountered. Unlike the operations officer, who has numerous duties, firefighter safety would be the only concern for this officer while on scene.
For the rest of the responding fire crew it is not so easy to avoid being injured or coming into harm while on a call, due to all the unforeseen factors that come into play. I think that seat belt use should be mandatory, as well as the use of different response level tones for different calls. By different response level tones I mean, when a department is dispatched for a call a response level tone should be given for the nature of emergency. The lower the response level is, the lower the response tone should be. For example, if a cat becomes stuck in a tree, the response tone would be on the lowest level of response – mandating that no lights or sirens need to be used during response. An example of the highest response tone is a structure fire with life threatening injuries – but will also be at the discretion of the station chief.

I believe that all firefighting/rescue personnel should have to respond to the fire station before going to the scene. Anyone living outside the 2 minute response time should not be allowed to respond in emergency mode for that incident. This would greatly reduce the number of fatal accidents associated with this study, because personnel would be in department gear and vehicles and more readily available to assist all others. When someone responds directly to the scene rather than to the fire station, they are increasing the dangers on scene. They are not properly outfitted and do not always have the appropriate gear and equipment needed for the emergency call.

In conclusion, it is each and every firefighter’s responsibility to ensure the safety of themselves and their fellow firefighters, but shouldn’t there be someone who’s only priortiy is to maintain scene safety and monitor the firefighter’s responses?

Welding Safety Know The Risks

With out proper knowledge and safety precautions welding can be both dangerous and unhealthy. Most welding processes involve an arc flame, so the risk of facial and flesh burns is very high. Both the eyes and skin can be affected by the bright light and extreme temperature. Most skin burns begin similar to a sunburn, but can get much more serious. Eye burns are much more serious even in the slighter cases of damage. Additionally, the brightness of the weld area can cause flash burns in which ultraviolet light causes inflammation of the cornea and can burn the retinas of the eyes. The risk of blindness is always there if not properly protected. Welding helmets are durable and dependable, the bulk of them protects the face by drastically reducing the amount of exposure.

Welding helmets with an auto darkening lens are specifically designed for optimal protection of the eyes. Standard welding helmets protect the eyes from ultraviolet emissions released during multiple arc welding processes; exposure to these emissions result in inflammation of the cornea and is known as arc eye or ultraviolet keratitis. These dangerous ultraviolet rays can cause the same amount of damage regardless of the source be it natural or artificial. Unfortunately, the symptoms (gritty painful eyes, eyelid twitchy, very watery eyes, aversion of bright light, pupil constriction) are not recognized until hours after exposure once the damage is already done. Damage is cumulative, so the longer duration and higher frequencies of exposure will result in more serious injuries and damage. In these cases blindness is most likely to occur. However, with the proper protection of a welding helmet with an auto darkening lens injuries are easily and effectively prevented.

If not properly shielded, other damage to the eyes can occur such as retinal burns and total loss of vision. Welding helmets are always essential since damage can occur over a relatively short period of time. Arc welding operations are potentially very dangerous. Many health hazards can arise from the emission of electromagnetic waves, namely ultraviolet radiation. Ultraviolet light is the most frequent cause of radiation based eye injuries. In addition to the ultraviolet exposure risk there are other ways in which the eyes can be damaged without proper protection during welding. Such risks are photochemical and thermal damage to the retina. Photochemical damage is a result of exposure to intense blue light. Thermal damage occurs when exposed to visible and near infrared radiation. In all cases, the longer the exposure the greater the damage. Therefore making welding helmets a very important piece of safety equipment.
The newer, electronic models of welding helmets are similar to the older models but with substantial safety and convenience enhancements. For example, all welding helmets include a window filter known as the lens shade. In the older models this window was made of tinted or polarized glass. Thanks to electronic advancements the more modern models use a Liquid Crystal Display (LCD) filter, or shutter, that better adjusts to the bright light. Essentially, the auto darkening lens allows the welder to continue working with adequate vision and normal lighting.

The Impacts of Coal on The Human And Environmental Factors.

The government has the role of identifying, assessing and mitigating the impacts of coal on the human and environmental factors. The government achieves this through its agencies, such as Mine Safety and Health Administration (MSHA). Since 2006 Officials of MSHA have stated that an important preventative measure of explosions is ventilation (Friend, 2006). Ventilation could have prevented the above disaster in West Virginia. MSHA since 2006 has also stated that it currently does not have the authority to shut down any mine because of violations (Friend, 2006). Without giving the coal companies such as Massey the ultimatum of either increasing safety or shutting down, coal miners will continue to have casualties. The U.S. Congress has ignored these statements while unsafe coal mining practices has continued. It is the role of the government to protect the health and safety of the miners. Another anti laissez-faire policy the government should take is protection of the environment, for it is of national interest.

Governments all over the world have a duty, a responsibility and a commitment of protecting the environment. This can be achieved through enactment and enforcement of suitable state mining and reclamation laws. These laws should also ensure that the environment is protected during coal mining and that the land where coal has been mined is reclaimed adequately after coal mining. The private sector has the role of investing in clean coal technology and should be commitment and support the government initiatives of moving the nation towards greater sustainability and energy reliability (Glasson et al., 2005). As noted before the two recent coal mining incidents in China and U.S have brought about new concerns in coal mining industry. The private sector needs to play more ethical and central role to ensure security of coal mining through strengthening safety measures in their mines. If the coal mining companies continue to ignore the casualty costs, a universal, more costly, regulation will have precedent.

After all the years of the government letting coal mining corporations keep unhealthy and environmentally unsustainable mines open, head regulators of MSHA have begun to take action. According to the USA Today on April 27th 2010, ”MSHA chief Joseph Main told a Senate hearing that his agency may start going to court to close mines that repeatedly violate health and safety rules” (pg 1). If this is not just political rhetoric and is backed by firm action, safety in mines may improve. Just because the head of federal mine safety publicly criticized the owner of the Massey coal mine where an explosion killed 29 people in early April, does not mean appropriate action will be taken. However, it is a step in the right direction.

Because the verbal says, ”the government may crack down on ’mine operators who are chronic lawbreakers,’ insinuates that the regulators may not crack down on ’chronic lawbreakers’ at all. Furthermore, the definition of a ”chronic lawbreaker’ is arbitrary and ambiguous. There is not any legislation on how many violations requires a mine being shut down. April 27th 2010 was an unprecedented day for Main said (according to the USA Today),”MSHA has never sought a court order to close a ’cofflaw mine’ (Frank, Thomas, 2010 b).

Hazards of Life at Campus Nobody will forget the years spent at college. This is the period full of achievements that one will tell the grandchildren about. But some students are taking pains to make this college life so exciting that even forget their primary purpose of staying there. The tricks that some students play while staying at the college are frightening. The students are eager to demonstrate their maturity and independence. But rather often they go too far in it. Sometimes it can lead to very sad consequences. car accidents, while driving drunk; drug dependence; being robbed… This list may be continued for a rather long time. These are far not all hazards awaiting a freshman that is going to enter the students’ community.

That is why it is very important to inform the young men/ladies in a proper way. The main reason for it was the drunk driving. Unfortunately, it is not an only example. Nobody will deny that sometimes the society makes us follow its rules. Young people are very often unwilling to listen to the adults moralizing on the principles of personal and social safety. It is not a pleasant task to moralize as well. But the experience demonstrates that repeating the common rules time after time is of crucial importance. Perhaps, being cut in somebody’s subconsciousness, the general principles heard at one of the boring lectures will stop somebody. The right choice can save a life and it is worth hundreds of lectures.
