The Case for an Integrated approach to Occupational Health and Safety Management

Often Occupational Health (OH) and Health & Safety (H&S) functions within an organisation are run as different departments who only work together and share information on a reactive, case-by-case, basis.

Today, this ‘compartmentalised’ approach is increasingly coming under scrutiny as it may be putting employees at risk, exposing organisations to higher costs and unnecessary claims.

Many organisations are considering bringing these disciplines together to share resources, information and expertise. This ‘joined up’ approach enhances H&S and OH practice, allows better management of employee needs and facilitates better interventions. This approach enables faster and safer return to work and allows employers to take a more proactive approach to employee health and productivity.

There have to be mechanisms in place, for example, so that accidents, injuries or illnesses are recorded effectively. If there is an injury, then that injury has to be assessed as to what is going to be the impact on that person’s job, which can’t really be done solely by the H&S department. That should be done with a contribution from a clinical point of view, so there has to be integration between H&S and Occupational Health Departments.

If it is then deemed that the person isn’t able to perform their normal duties, then there has to be some communication through either Occupational Health or H&S back to their Line Manager, which may need the involvement of the HR department to see whether another role can be created for that person. It is important to look at the cost of creating that role and the financial impact of replacing that person in their original role.

It is also a requirement to prevent the situation arising again, and this brings us firmly back to integration. There has to be a flow of information to relevant parts of the organisation

In order to examine the case for an integrated occupational health and safety management system we need to consider those activities which are sometimes carried out in isolation, but which might be better with some form of cohesion.

It is not unusual for all of the following activities to be carried out in isolation or held in an organisation on separate databases or on paper:

· Absences management
· Training records
· PPE issues
· Accident and Incident recording
· Hygiene monitoring
· Work restrictions
· HR and Personnel functions
· Hazard inventory
· Risk Assessments
· Health Surveillance populations and records
· Line Management

All of these activities can be linked either directly or indirectly. Failure to do this means that very often, one part of an organisation is not aware of the whole picture which is a very dangerous situation in today’s litigious climate. It is often worse for an organisation to know about something and not act, than not to know at all.

The key to many of the data sets defined above is Risk Assessments. These look at a process, operation or activity, and break it down into component tasks. They look at the potential hazards associated with that task and assess the risk to people involved in the activity. The risk will be evaluated based on the hazard’s potential to do harm. This may involve monitoring the degree of exposure to the hazard, or assessing how ‘dangerous’ the hazard is in a physical sense.

The first approach should be to remove the hazard or replace it with something less hazardous, or to change the task to accommodate less ‘risky’ activities, but failing that, the requirement is to put something between the employee and the risk. This might be physical guards, extraction units, other methods of control or PPE. These controls need to be maintained and checked as being fit for purpose.

Having done that, employees need to be trained in the use of the equipment, or PPE so that it is used properly, i.e. safely. Safe working practises need to be defined and communicated. The employees carrying out the task should be identified so that these exercises can be accomplished.

Once these things are in place, there are other related actions which need to be carried out to ensure that the above process is effective.

Routine Hygiene monitoring will ensure that exposure levels to not exceed limits determined in the risk assessment. Analysis of accident/incident causes and other related data help to ensure that PPE, barriers, guards and other physical controls are effective as well as identifying whether safe operating procedures are being carried out, and that employees are adequately trained.

Health Surveillance will identify whether the health of employees is being adequately protected. Identification of at-risk populations is key to ensuring that all individuals have appropriate surveillance. Health Surveillance is also used to determine whether employees are fit for task, checking whether they have any existing health problems which may mean that they should not be carrying out a particular activity.

Sickness Absence monitoring will similarly help identify any inadequacies in the process.

Any occupational accidents or illnesses need to be related back into the risk assessment to ensure that they do not happen again. Identification of at-risk populations will allow any accidents and illnesses to be linked to risks and tasks. Availability of company HR data may help accomplish this. It is important that all risk assessments involving similar hazards should be examined, and so appropriately accessible databases need to be kept, and common key fields should be set up so that cross reference is possible.

This is where an integrated system comes into its own. Should there be a failure in control of the risk, then corrective actions will have to be put into place and the risk assessment adjusted appropriately if required.

The above review highlights the fundamental benefits of an integrated approach to Occupational Health and Safety Management and identifies some of the risks and pitfalls of not following these principles.

Traffic Vest Requirements

The American National Standards Institute (ANSI) sets the standards/regulations for traffic safety vests. These vests are to worn by individuals who work outside in high risk traffic areas including police officials, EMTs, road construction and maintenance crews, crossing guards and highway surveyors. ANSI has specified that these traffic vests must conform to certain standards in order to ensure the individual’s safety. These requirements are based on the standards of the International Safety Equipment Association and include the following:

  • Traffic vests must be cut in specific ways based on the wear’s occupation. For example, a policeman or woman’s vest must not fall below the waist so that they can always easily reach their firearm.
  • The ANSI requires that traffic vests use Velcro or snaps as fasteners so that they can be torn away from the body without difficulty. When working around automobiles, there is always the possibility for lose clothing to catch on a vehicle as it passes by. If a vest can be ripped away easily, it lessens the risk of being dragged by the vehicle.
  • Traffic vests must be highly visible in all weather and lighting conditions so they must be brightly colored – usually bright orange or yellow – and feature reflective stripes or a large “X” across the back.
  • In January 2010, the ANSI also specified that traffic vests must be both flame and water resistance and must be certified by the manufacturer as complying with this standard.

ANSI also separates the safety vests in several different “classes”, Class 1 Vests, Class 2 Vests, Class 3 Vests and Class E vests. We will address what distinguishes these four types of traffic vests in my next blog.

How Health Reform Will Affect You

Ever since President Obama came to the Oval Office, America has been waiting with baited breath to see if he would come true with his promises to change American health care. And it sounds like he has. If you have heard about all of the amazing changes to health care, but aren’t quite sure what this will mean in your everyday life, read here to see just what changes to health care Obama’s new health care reform have provided. After one of the most heated political debates in decades, Congress has finally passed a health reform policy in March 2010 that will mean universal health care for you over the next four years. Other countries all over the globe, like Canada for instance, offer their citizens public health care that is paid for and administrated by government health agencies. This option was discussed in Congress to meet Obama’s goal of health care for all America. Though the issue of creating a national and public health coverage was not accepted by Congress, that of the universal health care reform was and this is the best news for health care America has seen in some time. Though America’s health care will not be run by the government as is done in many other countries, it will during the next four years mandate national health coverage meaning.

What does this mean for you? You will never be denied health care again, and this is how it is going to work. Starting in the year 2014, every citizen and legal resident of the United States is required to have health coverage, and insurance companies will no longer be able to say no to people with pre-existing conditions. Public health care options will not be mandated, but will be available for families that qualify through a program that is being described as “expanded Medicaid”. And though programs such as Medicaid will assist families that fall below federal poverty levels, the government will continue to step in by providing subsidies to American families that earn between 100-400% of current poverty levels. No longer will any American be able to worry about not being able to afford health care. In addition to subsidies, health care reform brings many changes to how insurance companies will be able to work and provide medical coverage.

The government is proposing that mandated state-run health exchanges be initiated in order to provide every possible opportunity for affordable health care. Cost share programs are also being instigated, as are health care protection cost gaps being considered to help you and your family get the health care you need. The health care reform policy is known as the 2010 Patient Protection and Affordable Care Act, and is designed to protect American families from missing out on valuable health care due to costs. Though this is not a policy without controversy, it does offer many Americans renewed hope that they will soon be able to enjoy the advantages of health insurance. This program is to begin this year, and will begin with children being the first to be considered for cheap health insurance plans that they previously may not have been eligible for. Over the next four years, all of America will be required to hold health insurance, and will be able to do so at a cost you can afford.

How to Become a Health Care Administrator

Once you learn how to become a health care administrator and take the necessary steps to enter the specific career of your choice, there will be a world of job opportunities at your fingertips. Health care administrators and managers make up a huge portion of the workforce in consulting firms, insurance organizations, hospitals, public health agencies, nursing homes, rehabilitation centers and other medically-related organizations. As a healthcare administrator you will be able to carry out long-term goals, create and implement policy, manage personnel, oversee both capital and operating budgets and more. The first step to becoming a health care administrator is earning a college degree. Preparing Your Office for Emergencies

It is important to prepare the workplace for the event a major disaster or emergency. After all, your employees likely spend over 8 hours each day at the office, so the possibility of a being at work during a major catastrophe is high. Your office may be at risk from everything from fires and severe weather, to terrorist acts. Just as you might purchase insurance, it is important to arm your workforce with the tools they might need were there to be a work-place emergency. These tools can mean the difference between order and chaos, and even life and death.

The following is a list of best practices for preparing your workplace.

  • Know your risks and be prepared. Every community is susceptible to specific disasters. Know the risks of your environment, take the appropriate preventative measures, and develop plans for what to do in the case of these emergencies.   • Designate on-site incident command leaders. These individuals will coordinate evacuations and lead all emergency-related activities. They should be aware of what supplies are available, where these supplies are kept, and all emergency practices and procedures.
